Energy Assistance Program


THE ENERGY ASSISTANCE PROGRAM IS CURRENTLY ACCEPTING APPLICATIONS.

PURPOSE

To assist income qualified households with the high cost of home energy. 


WHAT TYPE OF ASSISTANCE IS OFFERED?

Energy Assistance Program (EAP):
Provides funds to assist income qualified households with electric and/or heating bills who have an energy burden primarily during the winter months.

There are two types of funds available:
-Regular EAP benefit is a one-time benefit that is applied to a qualified household’s electric and heating utilities.

-Crisis EAP benefit is a benefit that is applied in addition to a Regular EAP benefit to a qualified household’s electric and/or heating utility if the household is in imminent danger of disconnection, already disconnected, or is already out of deliverable bulk fuel or about to run out of deliverable bulk fuel. The benefit is based on the household’s circumstances at time of application.

EAP assists with a variety of heat sources including but not limited to: electric (prepaid and regular), natural gas, bulk fuel (propane, fuel oil, kerosene), wood, and/or households that have one or more of the utilities included in the rent.

American Rescue Plan Act (ARPA):
Provides funds to assist income qualified households with electric and/or heating bills.

There are two types of funds available:
-The ARPA Supplemental Benefit is a one-time benefit available to EAP qualified households. Benefit(s) are applied toward a household’s heat and electric utilities. Must qualify for EAP to receive the benefit(s).

-The ARPA Arrearage Benefit is a one-time benefit available to EAP qualified households who present with a past-due amount that is not covered by crisis benefits. Benefits can be applied on electric and/or heating utilities that have a past due balance (crisis or not), an active payment arrangement, and/or assist to get services restored. These funds are available at time of application only. Must qualify for EAP to receive the benefit(s).

Water Program (LIHWAP):
Provides funds to assist income qualified households with water and wastewater bills. The program assists households with arrearages and fees ($50 or more) to get the bill current. Current costs are not covered. Additionally, it can assist households to get water reconnected, if needed. A household can apply for this program by applying through the Energy Assistance Program or an application for Water Only. A current water and wastewater bill showing an arrearage is required. These funds are available at time of application only.


To qualify for the programs above, a household must complete an EAP application, submit required documents, and meet income guidelines. For LIHWAP, a household may apply for both EAP and Water or Water Only.

All benefits are first come, first and are subject to availability of remaining funds.

HOW CAN HOUSEHOLDS APPLY?

The EAP, ARPA, LIHWAP programs are implemented throughout our five county service area with outreach offices in each county.

Mail In Applications can be obtained any of the following ways:

-Calling your local outreach office to have one mailed.

-Visiting your local outreach office and picking one up from the onsite drop box.
